Bid Information
Proposals must be received prior to 1:30 PM (local time) on October 27, 2022 at the Ithaca Public Schools Administration Office. Proposals will be publicly opened and read aloud at 1:31 PM in the Ithaca Public Schools Admin. Conference Room. All bids received after 1:30 PM on the bid date will not be accepted and will be returned to the Bidder unopened.

Bid Security
A Bid Security by a qualified surety authorized to do business in the state where the Project is located and in the amount of five percent (5%) of the Base Bid shall accompany each proposal or proposal combination.
Familial Disclosure
All bidders must provide familial disclosure in compliance with MCL 380.1267 and attach this information to the bid. The bid shall be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the Owner or the employee of the bidder and any member of the board, intermediate school board, or board of directors or the superintendent of the school district, intermediate superintendent of the intermediate school district, or chief executive officer of the public school academy. The District shall not accept a bid that does not include this sworn and notarized disclosure statement.

The Owner reserves the right to reject any or all proposals, accept a bid other than the low bid, and to waive informalities, irregularities, and/or errors in the bid proposals, which they feel to be in their own best interest.

The Planning Commission of the Township of Seville, Gratiot County, Michigan (“Township”) will hold a Special Meeting on Tuesday, October 25, 2022 commencing at 7:00 p.m. The purpose of the Special Meeting will be to consider any business that may come before the Planning Commission and to hold a public hearing on possible amendments to the Township’s Zoning Ordinance regarding domestic animals and livestock. TO THE QUALIFIED ELECTORS OF GRATIOT COUNTY:
PLEASE TAKE NOTICE that any qualified elector of Gratiot County who is not already registered, may register to vote at the office of the Township or City Clerk, the Gratiot County Clerk’s office, or the Secretary of State driver’s license bureau during regular business hours. Registration may also be made at the specified agency for clients receiving services through the Human Services Department, the Department of Community Health, Michigan Works and some offices of the Commission for the Blind and at the military recruitment offices for persons enlisting in the armed forces. Registration by mail may be used by obtaining and completing a Mail Voter Registration Application at www.mi.gov/vote and forwarding to the election official as directed on the application by the close of registration deadline. Lastly, those already registered may update their voter registration at www.expressSOS.com.

Proposal 22-1
A proposal to amend the state constitution to require annual public financial disclosure reports by legislators and other state officers and change state legislator term limit to 12 total years in legislature
This proposed constitutional amendment would:
- Require members of legislature, governor, lieutenant governor, secretary of state, and
attorney general file annual public financial disclosure reports after 2023, including
assets, liabilities, income sources, future employment agreements, gifts,
travel reimbursements, and positions held in organizations except religious, social, and political organizations.
- Require legislature implement but not limit or restrict reporting requirements.
- Replace current term limits for state representatives and state senators with a 12-year total limit in any combination between house and senate, except a person elected to senate in 2022 may be elected the number of times allowed when that person became a candidate.

A proposal to amend the state constitution to add provisions regarding elections
This proposed constitutional amendment would:
- Recognize fundamental right to vote without harassing conduct;
- Require military or overseas ballots be counted if postmarked by election day;
- Provide voter right to verify identity with photo ID or signed statement;
- Provide voter right to single application to vote absentee in all elections;
- Require state-funded absentee-ballot drop boxes, and postage for absentee applications and ballots;
- Provide that only election officials may conduct post-election audits;
- Require nine days of early in-person voting;
- Allow donations to fund elections, which must be disclosed;
- Require canvass boards certify election results based only on the official records of votes cast.

A proposal to amend the state constitution to establish new individual right to reproductive freedom, including right to make all decisions about pregnancy and abortion; allow state to regulate abortion in some cases; and forbid prosecution of individuals exercising established right
This proposed constitutional amendment would:
- Establish new individual right to reproductive freedom, including right to make and carry out all decisions about pregnancy, such as prenatal care, childbirth, postpartum care, contraception, sterilization, abortion, miscarriage management, and infertility;
- Allow state to regulate abortion after fetal viability, but not prohibit if medically needed to protect a patient’s life or physical or mental health;
- Forbid state discrimination in enforcement of this right; prohibit prosecution of an individual, or a person helping a pregnant individual, for exercising rights established by this amendment;
- Invalidate state laws conflicting with this amendment.

CITY OF ALMA
MILLAGE PROPOSITION
Shall the limitation on the amount of taxes which may be assessed against all property in the City of Alma, County of Gratiot, State of Michigan, be increased by 3.5 mills ($3.50 on each $1,000.00) on state taxable value for a period of six years, 2023 through 2028, inclusive, for the rehabilitation, repair and maintenance of public streets and ancillary public infrastructure within the corporate limits of the City of Alma? The amount of revenue the City of Alma will collect if this millage is approved and levied by the City in the first year is estimated to be $644,000. This proposal is for a new additional millage, due to the expiration of the millage for rehabilitation, repair and maintenance of public streets and ancillary public infrastructure previously passed by the voters of the City of Alma in 2016. The revenue generated from this millage, if the proposal is passed, will be disbursed to the City of Alma.

School Bond Proposal
Shall the Merrill Community School District, Counties of Saginaw, Midland and Gratiot, Michigan, borrow the principal sum of not to exceed Nine Million Eight Hundred Thousand Dollars ($9,800,000) and issue its general obligation unlimited tax bonds for the purpose of defraying the cost of:
- Remodeling existing School District buildings, including security, roofs, locker rooms, toilet rooms, electrical, mechanical and plumbing improvements and additions to School District buildings;
- equipping, furnishing, reequipping and refurnishing School District buildings, playgrounds and other facilities;
- improving and developing sites at school buildings and other facilities, including playground improvements; and
- acquiring and installing technology equipment?

The debt millage rate required to pay the debt service on the School District’s outstanding and proposed bonds is expected to remain at or below 7.83 mills. The estimated millage to be levied in 2023 to service this issue of bonds is 1.44 mills ($1.44 per $1,000 of taxable value) and the estimated simple average annual millage rate required to retire the bonds of this issue is 5.05 mills ($5.05 per $1,000 of taxable value). The bonds may be issued in one or more series, payable in the case of each series in not to exceed 22 years from the date of issue of such series.
The School District currently has $12,215,000 of qualified bonds outstanding and $ 0 qualified loans outstanding under the State School Bond Qualification and Loan Program. The School District expects to borrow from the Program to pay a portion of debt service on the proposed bonds. The estimated total principal amount of borrowing is $752,104 and the estimated total interest thereon is $189,900. The estimated duration of the millage levy associated with that borrowing is 9 years and the estimated computed millage rate for such levy is 7.83. The millage rate may change based on changes in circumstances.
(Under State law, bond proceeds may not be used to pay teacher or administrator salaries, routine maintenance or repair costs or other School District operating expenses.)

St. Johns Public Schools Operating Millage Proposal
This proposal will allow the school district to continue to levy the statutory rate of not to exceed 18 mills on all property, except principal residence and other property exempted by law, required for the school district to receive its full revenue per pupil foundation allowance and restores millage lost as a result of the reduction required by the Michigan Constitution of 1963.
Shall the currently authorized millage rate limitation on the amount of taxes which may be assessed against all property, except principal residence and other property exempted by law, in St. Johns Public Schools, Clinton and Gratiot Counties, Michigan, be renewed by 18.1562 mills ($18.1562 on each $1,000 of taxable valuation) for a period of 10 years, 2024 to 2033, inclusive, and also be increased by .5 mill ($0.50 on each $1,000 of taxable valuation) for a period of 10 years, 2024 to 2033, inclusive, to provide funds for operating purposes; the estimate of the revenue the school district will collect if the millage is approved and 18 mills are levied in 2024 is approximately $2,925,295 (this is a renewal of millage that will expire with the 2023 levy and the addition of millage which will be levied only to the extent necessary to restore millage lost as a result of the reduction required by the “Headlee” amendment to the Michigan Constitution of 1963)?

This proposal will increase the levy by the intermediate school district of special education millage previously approved by the electors.
Shall the 1.9389 mills limitation ($1.9389 on each $1,000 of taxable valuation) on the annual property tax previously approved by the electors of Saginaw Intermediate School District, Michigan, for the education of students with a disability be increased by 1.5611 mills ($1.5611 on each $1,000 of taxable valuation) for a period of 10 years, 2022 to 2031, inclusive; the estimate of the revenue the intermediate school district will collect if the millage is approved and levied in 2022 is approximately $8,653,163 from local property taxes authorized herein?
