Public Notice
American Towers LLC is proposing the construction of a 195-ft AGL overall with appurtenances replacement monopole telecommunications tower and to increase the ground space for an existing telecommunications tower compound by 20-ft x 10-ft along with a 30-ft buffer surrounding the current and proposed lease area, south of a portion of West Adams Road, north of the Town of Alma, within Gratiot County, Michigan (Parcel ID:12-009-001-00). American Towers LLC seeks comments from all interested persons on any potential significant impact the proposed action could have on the quality of the human environment pursuant to 47 C.F.R. Section 1.1307, including potential impacts to historic or cultural resources that are listed or eligible for listing in the National Register of Historic Places. Interested persons may comment or raise concerns about the proposed action by submitting an e- mail to enviro.services@americantower.com. Paper comments can be sent to: American Towers LLC, Attn: Environmental Compliance, 10 Presidential Way, Woburn, MA, 01801. Requests or comments should be limited to environmental and historic/cultural resource impact concerns and must be received within 30 days of this Notice’s publication. This invitation to comment is separate from any local planning/zoning process that may apply to this project.

Sealed bid proposals will be accepted from qualified contractors by St. Louis Public Schools for St.Louis Public Schools for the Bid Pack No. 11 Nikkari Canopy Project.

Sealed Bids are to be be electronically submitted thru BuildingConnected. This is a sealed bidding process, bid numbers are not visible to other contractors and not visible to our internal team until after the bid due date and time. Contact jmckelvey@wolgast.com for bid documents.

Pre-Bid Meeting
A pre-bid meeting and project walk-through will be on March 16th @ 3:15 pm at Nikkari Elementary School Entrance at 301 W State St, St. Louis, MI 48880.

Bid Information
Proposals must be received prior to 10:00 AM (local time) on March 24th, 2026 thru Building Connected. Late bids will not be accepted. Proposals will be publicly opened and read aloud at 10:15 AM virtually. Link to the bid opening is in the files sections of the bid documents.
Proposals and Award
The Owner will award contracts on or before April 20th, 2026

Bid Security
A Bid Security by a qualified surety authorized to do business in the state where the Project is located and in the amount of five percent (5%) of the Base Bid shall accompany each proposal or proposal combination.
Familial Disclosure
All bidders must provide familial disclosure in compliance with MCL 380.1267 and attach this information to the bid. The bid shall be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the Owner or the employee of the bidder and any member of the board, intermediate school board, or board of directors or the superintendent of the school district, intermediate superintendent of the intermediate school district, or chief executive officer of the public school academy. The District shall not accept a bid that does not include this sworn and notarized disclosure statement.
Iran Business Relationship Affidavit
All bidders must provide a signed Iran Business Relationship Affidavit. Effective April 1, 2013 all bids, proposals, and/or qualifications statements received in the State of Michigan must comply with the Iran Economic Sanctions Act, 2012 P.A. 517. The District shall not accept a bid that does not include this signed affidavit.
Owners Rights
The Owner reserves the right to reject any or all proposals, accept a bid other than the low bid, and to waive informalities, irregularities, and/or errors in the bid proposals, which they feel to be in their own best interest
