Attention: Food Service Management Companies
Ithaca Public Schools is requesting proposals for school food service management services. The Food Service Management Company will provide management services according to United States Department of Agriculture regulations and guidelines, as well as State of Michigan Department of Education policies and guidelines.
A copy of the RFP will be available by email at skemmerslater@ithacaschools.net by May 2, 2024. The pre-bid meeting will be held at 2:00 p.m. on May 6, 2024. All proposals must be submitted electronically no later than 4:00 p.m. on May 28, 2024. Hard copy proposals must also be submitted to:

CITY OF ALMA/CITY OF ST LOUIS
31st ANNUAL
HOUSEHOLD HAZARDOUS WASTE COLLECTION PROGRAM
June 4, 5, & 6, 2024

The City of Alma along with the City of St Louis will be sponsoring its Thirtieth Annual Household Hazardous Waste Collection Program on June 4, 5, and 6, 2024. Solid waste customers desiring to use this service should call (989) 463-8339 to schedule an appointment to drop off their material at the Alma Public Works garage located at 800 Washington Street. Customers are encouraged to utilize this service to dispose of all unwanted waste typically considered hazardous and not permitted to be placed with the weekly trash collection services. Examples of these include:

Pesticides and Herbicides
Solvents, Strippers and Turpentine
Paints-Oil based and Latex
Rodent Baits
Chemical Household Cleaners and Acids
Auto Fluids-Antifreeze and Lubricants
Pool/Spa Chemicals
Household and Automotive Batteries
Pressurized tanks (i.e. fire extinguishers, LP tanks, etc.)
Fluorescent light bulbs (tubes only)

ALSO

Passenger and Light Truck Tires*

*Will not accept OTRs which include loader tires, airplane tires, solid/gel filled tires, forestry tires, logging tires, mining tires, earth mover tires, golf tires with rim, rubber tracks of any kind, nor tires with excessive dirt and parts or shreds of tires.

All items to be disposed of must be in original containers. Unidentified substances cannot be accepted. Leaky items should be placed in a plastic or metal container with a secure top. Containers are limited in size to 5-gal or 40lbs in weight. Substances should not be mixed together.

Ammunition or Explosives
Radioactive Materials (i.e. smoke detectors)

No Dried Paint or Empty Paint Cans
Unidentifiable Materials
E-Waste (electronics, computers, cell phones)

Prescription Medication

Sharps (Needles)
Gratiot Community Mental Health is a Sharps collection site

This program is only available to City of Alma/City of St Louis Solid Waste customers. There is no direct charge for this service as costs incurred for the Household Hazardous Waste program are assessed in customer billing. Identification will be required at the drop off site. For additional information, please call the Alma Public Works Department at (989) 463-8030, or Alma City Hall at (989) 463-8336.

City of Ithaca Property Owners

Pursuant to The City of Ithaca Code of Ordinances Section 38-42 and Section 38-114 notice is hereby given to all owners of property within the City of Ithaca that all unpaid invoices, water and sewer rates, charges and fees which have remained unpaid for a period of three (3) months or more as of April 1, 2024 which have not been paid by April 30, 2024, will be transferred to the City’s tax roll and assessed against in the property to which the water was supplied or furnished, and such unpaid rates or charges accrued shall be collected with and in the same manner as city taxes are collected, and if such rates or charges shall remain delinquent and unpaid after the expiration of the time limit in the warrant for the collection of taxes levied in such roll, such charges shall be returned to the county treasurer to be collected in the same manner as the lien created by the city taxes on the delinquent tax roll of the city.

Alma Public Schools is accepting bids for the installation of door contacts and piezo buzzer stations placed on all exterior doors in the district. Bid specifications can be obtained by calling Tracie Hubble, Finance Director at (989) 466-7515.
All bids are due April 30, 2024 at 11:00 a.m. at the Superintendent’s Office located in Alma High School, 1500 Pine Avenue, Alma, MI 48801. The Board of Education will not consider or accept a bid after this date and time.

The Gratiot County Road Commission is accepting applications for a Scraper Truck Driver Position. This position requires a current valid State of Michigan Commercial Drivers License (CDL) with a Group A and N endorsement.

FULTON TOWNSHIP CEMETERY NOTICE

Please be advised that all Fulton Township cemetery burial right’s owners should remove all grave decorations such as plant stakes, solar lights, flower containers, etc. that are desired to be kept, by April 28th, 2024. This includes the following cemeteries: Payne, Fulton Center, Old Fulton Center, Collister, and Hill/Phillips/Davis Cemeteries. Fulton Township’s October 2023 Cemetery Ordinance Rules are now in effect. NOTICE OF PUBLIC HEARING

The Saint Louis Ithaca Pine River Transit (SLIPR) Authority will hold a Public Hearing on Friday, May 3, 2024, at 10:00 A.M. to consider approval of the 2024/2025 Budget. The meeting will be held at St. Louis City Hall, 300 N. Mill Street.

NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the Village of Breckenridge.

REQUEST FOR RELEASE OF FUNDS

On or about May 13, 2024, the Village of Breckenridge will submit a request to the HUD, for the release of Breckenridge Industrial, Technology and Agri-Business Park Phase II funds under Congressional Grants Division of the Consolidated Appropriations Act of 2022, public law # 117-103, to undertake a project known as Breckenridge Industrial, Technology and AgriBusiness Park Phase II for the purpose of economic development focusing on manufacturing, science, agri-business and technology business expansion in the Breckenridge Area and Gratiot County Region. The project is a Phase II expansion of development sites providing roadways and infrastructure to approximately 30 acres located on Michigan Highway M-46 in the Village of Breckenridge. The total cost of the project is $1,846,932.00, consisting of $200,000 local funding and $1,646,932.00 in grant funding from the Congressional Grants Division Appropriations Act of 2022.

FINDING OF NO SIGNIFICANT IMPACT

The Village of Breckenridge has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the Village of Breckenridge, 104 E. Saginaw Street, Breckenridge, MI 48615 and may be examined or copied weekdays 8 A.M to 2 P.M. You may also view this information at https://cpd.hud.gov/cpdpublic/environmental-reviews .

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the Village of Breckenridge 104 E. Saginaw Street, Breckenridge, MI 48615. All comments received by May 10, 2024, will be considered by the Village of Breckenridge prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The Village of Breckenridge certifies to HUD that Charles D. Seeley in his capacity as Village President consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies itsresponsibilities under NEPA and related laws and authorities and allows the Village of Breckenridge to use Program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of fund and the Village of Breckenridge’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the Village of Breckenridge; (b) the Village of Breckenridge has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to U. S. Department of Housing and Urban Development –Detroit Field Office, Keith E. Hernandez, Director, Community Planning and Development at 477 Michigan Ave, Suite 1600, Detroit, MI 48226 or DetroitCPD@hud.gov Potential objectors should contact HUD to verify the actual last day of the objection period.
