Minutes for Regular Meeting on April 11, 2023

Present: Fowler, Howd, Mikek, Humm, Devine

Absent: none

Meeting called to order by Mikek at 7:00 pm.

  • Minutes for March 14th read and approved.
  • Bills were reviewed and approved for payment.
  • Board agreed upon a counter agreement for the Breckenridge/Wheeler Fire Department that services 12 square miles of the township. Mikek and Devine to attend their meeting.
  • Land division approved for 7B Investments.
  • One building permit was issued for the month.
  • Website is live.
  • Trash bins will be arriving. Residents are encouraged to start using immediately.
  • Public Hearing for Planning Commission will be held on April 25th at 7:00 p.m.

Notice of Public Hearing

City of Ithaca

The City of Ithaca City Council will hold a Special Meeting on Tuesday, April 25, 2023 at 7:00pm, for the purpose of holding a Public Hearing to take comment on the proposed EGLE Clean Water State Revolving Fund project from interested persons.  The meeting will be located at 129 W. Emerson Street, Ithaca, MI 48847.

The purpose of the proposed project is to reduce maintenance and increase reliability and the life of the sanitary sewer system.  The project construction will involve upgrading two sewer lift stations, sanitary sewer replacement, sanitary sewer and storm sewer separation with storm sewer replacement and size upgrades.

Impacts of the proposed project include the Palmer Sewer Lift Station, North Elm Street Sewer Lift Station, sanitary and storm sewers along Union Street from E. Center Street to Barber Street.

The estimated cost to users for the proposed project will be $4,857,000 total project cost, which is approximately $11.90 per month over the life span of the loan.

A copy of the plan detailing the proposed project is available for inspection at the following location: Ithaca City Hall, 129 W. Village of Perrinton

The Village of Perrinton has entered into an Intergovernmental Agreement to Eradicate Blight in Gratiot County.  This will take effect 30 days from this publication date.  The complete agreement may be seen in its entirety at the Village Office.


Public Notice of Noxious Weed and Tall Grass Control

City of Ithaca

Take notice that the City of Ithaca City Charter (Chapter II, Section A., 2.a.) and the International Property Maintenance Code (Section 302.4) provide that all noxious weeds and grasses be controlled to not exceed eight (8) inches of height on any property in the City of Ithaca.  The codes require all property owners to keep their grasses and noxious weeds to be trimmed to be in compliance with these codes.  Any grasses or weeds that are found to be in violation of the code(s) may be trimmed by the City if the owner has not cut the weeds and grasses after proper notification to the owner.

The City of Ithaca hereby notifies all property owners, tenants and the public that noxious weeds and grasses shall be eradicated by cutting them and keeping them to a height of less than eight (8) inches.  Weeds and grasses not cut by May 1, 2023 will be cut by the City as many times as shall be necessary, and the owner of the property upon which such noxious weeds and grasses are found shall be charged with the cost thereof and the City shall have a lien against the land for the amount thereof.  Refusal to destroy noxious weeds and cut grasses are a municipal infraction punishable by a civil fine pursuant to the provisions of Section 1-7 of the City of Ithaca Code of Ordinances.

Annual Clean Up Day

Fulton Township will be holding their Annual Clean Up Day on Saturday, May 13th, 2023 from 10am-2pm at the Fulton Township Hall, located at 3425 W. HOUSEHOLD HAZARDOUS WASTE COLLECTION PROGRAM

June 6, 7, & 8, 2023

The City of Alma along with the City of St Louis will be sponsoring its Thirtieth Annual Household Hazardous Waste Collection Program on June 6, 7, & 8, 2023.  Solid waste customers desiring to use this service should call (989) 463-8339 to schedule an appointment to drop off their material at the Alma Public Works garage located at 800 Washington Street. Customers are encouraged to utilize this service to dispose of all unwanted waste typically considered hazardous and not permitted to be placed with the weekly trash collection services. Examples of these include:

Pesticides and Herbicides

Solvents, Strippers and Turpentine

Paints-Oil based and Latex

Rodent Baits

                                                Chemical Household Cleaners and Acids

Auto Fluids-Antifreeze and Lubricants

Pool/Spa Chemicals

Household and Automotive Batteries

Pressurized tanks (i.e. fire extinguishers, LP tanks, etc.)

Fluorescent light bulbs (tubes only)

ALSO

Passenger and Light Truck Tires*

 

*Will not accept OTRs which include loader tires, airplane tires, solid/gel filled tires, forestry tires, logging tires, mining tires, earth mover tires, golf tires with rim, rubber tracks of any kind, nor tires with excessive dirt and parts or shreds of tires.

All items to be disposed of must be in original containers. Unidentified substances cannot be accepted. Leaky items should be placed in a plastic or metal container with a secure top.  Containers are limited in size to 5-gal or 40lbs in weight. Substances should not be mixed together.

Ammunition or Explosives

Radioactive Materials (i.e. smoke detectors)

No Dried Paint or Empty Paint Cans

Unidentifiable Materials

E-Waste (electronics, computers, cell phones)

This program is only available to City of Alma/City of St Louis Solid Waste customers.  There is no direct charge for this service as costs incurred for the Household Hazardous Waste program are assessed in customer billing.  Identification will be required at the drop off site.  For additional information, please call the Alma Public Works Department at (989) 463-8339, or Alma City Hall at (989) 463-8336.

TO NORTH SHADE TOWNSHIP ZONING ORDINANCE 

ORDINANCE NO. 2023-07

Please take notice that on April 17, 2023, the Township Board of North Shade Township adopted Ordinance No. 2023-07, which amends the Zoning Ordinance to, among other things, clarify the make-up and procedures of the Township Zoning Board of Appeals.

Ordinance No. 2023-07 has the following sections and catch lines: SECTION 1. AMENDMENT OF CHAPTER IX, SECTION 9.1; SECTION 2. AMENDMENT OF CHAPTER IX, SECTION 9.2; SECTION 3. SEVERABILITY; SECTION 4. REPEAL; and SECTION 5. EFFECTIVE DATE, which is seven days from the date of publication of this notice of adoption, as provided by the Michigan Zoning Enabling Act.
