DANGEROUS BUILDINGS ORDINANCE
ORDINANCE NO. 2025-10-13
NOTICE OF ADOPTION

Please take notice that on October 13, 2025, the Township Board of the Township of North Star adopted Ordinance No. 2025-10-13, Dangerous Buildings Ordinance, which provides for the regulation and maintenance of certain buildings and structures; defining the classes of buildings and structures regulated by this Ordinance; describing and establishing procedures for the maintenance or demolition of certain buildings and structures; establishing remedies, providing for enforcement, and fixing penalties for the violation of this Ordinance; and repealing all ordinances or parts of ordinances in conflict with this Ordinance. Copies of the Ordinance may be obtained from Heidi Drowley, North Star Township Clerk, 3064 S. Crapo Rd, Ithaca, MI 48847.
The Ordinance has the following sections and catch lines: Section 1: Title; Section 2: Definition of Terms; Section 3: Prohibition of Dangerous Buildings; Section 4: Notice of Dangerous Building; Hearing; Section 5: Dangerous Building Hearing Officer; Duties; Hearing; Order; Section 6: Enforcement Hearing Before the North Star Township Board; Section 7: Implementation and Enforcement of Remedies; Section 8: Civil Infraction and Remedies for Nonconformance With Order; Section 9: Appeal of Township Board Decision; Section 10: Severability; Section 11: Repeal; Section 12: Effective Date, which is 30 days after publication of this notice.

Sealed bid proposals will be accepted from qualified contractors by St. Louis Public Schools for St. Louis Public Schools for the Bid Pack No. BP 5 High School Greenhouse Lights Project.

Sealed Bids can be electronically submitted thru BuildingConnected. This is a sealed bidding process, bid numbers are not visible to other contractors and not visible to our internal team until after the bid due date and time.
Pre-Bid Meeting
A pre-bid meeting and project walk-through will be on October 14, 2025 @ 10:00 am at the High School Greenhouse 113 E. Saginaw Street
Bid Information
Proposals must be received prior to 10:00 AM (local time) on October 23, 2025 at the St. Louis Public Schools Administration Office located at 113 East Saginaw Street, St. Louis, Michigan 48880. Or sealed bids electronically submitted thru Building Connected. Proposals will be publicly opened and read aloud at 10:15 AM in the St. Louis Public Schools T.S. Nurnberger Middle School Cafeteria located at 312 Union Street, St. Louis, Michigan 48880. All bids received after 10:00 AM on the bid date will not be accepted and will be returned to the Bidder unopened.

The Owner will award contracts on or before November 14, 2025

Bid Security
A Bid Security by a qualified surety authorized to do business in the state where the Project is located and in the amount of five percent (5%) of the Base Bid shall accompany each proposal or proposal combination.
Familial Disclosure
All bidders must provide familial disclosure in compliance with MCL 380.1267 and attach this information to the bid. The bid shall be accompanied by a sworn and notarized statement disclosing any familial relationship that exists between the Owner or the employee of the bidder and any member of the board, intermediate school board, or board of directors or the superintendent of the school district, intermediate superintendent of the intermediate school district, or chief executive officer of the public school academy. The District shall not accept a bid that does not include this sworn and notarized disclosure statement.
Iran Business Relationship Affidavit
All bidders must provide a signed Iran Business Relationship Affidavit. Effective April 1, 2013 all bids, proposals, and/or qualifications statements received in the State of Michigan must comply with the Iran Economic Sanctions Act, 2012 P.A. 517. The District shall not accept a bid that does not include this signed affidavit.
Owners Rights
The Owner reserves the right to reject any or all proposals, accept a bid other than the low bid, and to waive informalities, irregularities, and/or errors in the bid proposals, which they feel to be in their own best interest
